An Alcometer or alcohol meter is used to measure the amount of alcohol in your home brew.
Fill a test cylinder with your home brew and float the alcometer inside. As alcohol is thinner than water the higher the alcohol content the further down the alcometer will float.
Take your reading where the surface of the liquid cuts the meter.
